ASEAN COOPERATION IN STATISTICS
ASEAN Community Statistical System Committee (ACSS)
ACSS
- The ACSS is a partnership between and among the national statistical systems of the ASEAN Member States (AMSs), the ASEAN Community Councils, and the ASEAN Secretariat.
- The ACSS Committee is the highest policy-making and coordinating body on statistical matters in the ASEAN region. It was formally established in 2011 as a reconstitution of the ASEAN Heads of Statistical Offices Meeting (AHSOM).
- The ACSS Committee shall be responsible for strengthening regional statistical cooperation in support of the ASEAN Community, and provide professional guidance on the production, dissemination, and communication of ASEAN statistics.
- The ACSS Committee meets once a year or more, as necessary while Chairmanship is on a rotating basis, following the ASEAN chairmanship.
Reporting
- To the ASEAN Economic Ministers (AEM) Meeting through the Senior Economic Official Meeting (SEOM);
- For the pillar-specific inputs and consultations, the Committee shall consult the ASEAN bodies under the respective pillars (ASEAN political-Security Community, ASEAN Economic Community, and ASEAN Socio-Cultural Community), and report its outcome to the AEM through SEOM.
- Currently, there are seven (7) Working Groups (WGs) under ACSS Committee, namely:
- ACSS Sub-Committee on Planning and Coordination (SCPC);
- WG on International Merchandise Trade Statistics (WGIMTS);
- WG on International Investment Statistics (WGIIS);
- WG on International Trade in Services (WGSITS);
- WG on Sustainable Development Goals Indicators (WGSDGIs);
- WG on System National Accounts (WGSNA); and
- WG on Data Sharing, Analysis, Dissemination and Communication Statistics (WGDSA).
Major Partners
- The ACSS Committee is the highest regional policy-making and coordinating body on ASEAN statistics.
- The national statistical systems of all ASEAN Member States, with the national statistical office (NSO) as the country focal point on ASEAN statistics.
- The ASEAN Secretariat, through the ASEANstats, is the regional focal point of ASEAN statistics and the technical arm and secretariat of the ACSS Committee.
- The ASEAN Community Councils, through its ASEAN bodies, as the primary stakeholders.
ACSS-SCPC
The ACSS-SCPC was installed along with the ACSS Committee in November 2011, to address the strong need for coordination of statistical activities at the regional level in meeting the expanded coverage of statistics under the purview of the ACSS Committee. It assumes the role of the focal point and provides leadership support to the Committee Chair.
ASEANStats
ASEAN Statistics Division (ASEANstats) is one of the divisions under the ASEAN Economic Community Department of the ASEAN Secretariat in charge of providing statistical services to the ASEAN Secretariat, ASEAN bodies and ASEAN stakeholders. ASEANstats is also the technical arm of the ASEAN Community of Statistical System (ACSS).
ACSS Working Groups
WGIMTS
The main objective of the ASEAN WGIMTS is to facilitate the development and harmonisation of IMTS, enhance the timeliness and effectiveness of IMTS data sharing and dissemination, and to better respond to the information requirements in support of economic integration and development as envisaged in the ASEAN Economic Community Blueprint. The ToR of the WG was adopted at the Third Session of the ACSS Committee in October 2013.
WGSITS
WGSITS is responsible for: 1) reflecting its permanent status within the decision-making framework of the ACSS Committee; 2) taking account the initiative on the harmonisation of SITS; and 3) addressing the emerging needs for more detailed, more comparable, and more comprehensive SITS in various forms. The ToR of the WG was adopted at the Third Session of the ACSS Committee in October 2013.
WGIIS
The objective of the WGIIS is to promote the development, compilation, dissemination, and reporting of international investment statistics by ASEAN Member States for the design, development, implementation, and monitoring of ASEAN investment policies and programs. The ToR of the WG was adopted at the Second Session of the ACSS Committee in September 2012.
WGDSA
The WGDSA aims to improve the national and regional capacities in information development and analysis, dissemination and communication of statistics in support of regional policy and program implementation, monitoring/evaluation, and improved governance and accountability in ASEAN. The ToR of the WG was adopted at the Second Session of the ACSS Committee in September 2012.
WGSDGI
The WGSDGI aims to address the statistical requirements in monitoring and reviewing the implementation of the SDGs in the ASEAN Member States (AMS), in the ASEAN, as well as the region’s position at the global level. The ToR of the WG was adopted at the Sixth Session of the ACSS Committee in November 2016.
WGSNA
The WGSNA aims to promote the implementation of the 2008 System of National Accounts (SNA) in the ASEAN Member States, including setting the targets of milestones, minimum required data sets and conceptual compliance with the 2008 SNA, as well as harmonisation and development of relevant macroeconomic statistics in supports of the 2008 SNA implementation. The ToR of the WG was adopted at the Sixth Session of the ACSS Committee in November 2016.
